The State Corporation "Government for Citizens" continues to actively implement proactive services in the social sphere. This format allows clients to apply for several benefits at once using SMS, without visiting a service center.
One of the most popular government services in the social sphere is the provision of benefits for the birth and care of a child. After the birth of the child, the mother receives an SMS message to submit an application. You must give a positive answer and indicate the bank account number where the benefit will be sent. After which benefits for the birth of a child and child care for up to one year will be issued proactively.
It is important to be registered in the Mobile Citizens Database. Thus, in five months of 2022, 152,298 thousand maternity and child care benefits were proactively issued, which is 2.2 times more than for the same period in 2021 (66,894 thousand). Please note that the amount of childbirth benefits depends on the number of children. For the birth of the first, second and third child, the benefit is 120,840 tenge (38 MCI in 2022), for subsequent ones – 200,340 tenge (63 MCI). Child care benefits up to one year for non-working women are:
- For caring for the first child – 18,317 tenge (5.76 MCI);
- For caring for the second child – 21,656 tenge (6.81 MCI);
- For caring for a third child – 24,963 tenge (7.85 MCI);
- For caring for a fourth or more child – 28,302 tenge (8.90 MCI).
To calculate the payment, you need to multiply the average monthly income for the last 2 years by 0.4 and subtract 10% of pension contributions. Average monthly income is calculated as the sum of all monthly income for the last 2 years, divided by 24.
At the same time, the maximum amount of social payment in case of loss of income in connection with caring for a child upon reaching the age of one year should not exceed forty percent of seven times the minimum wage, and the minimum amount of social payment should not be less than the amount of the monthly state child care benefit upon reaching the age of one year. Here's how benefits are calculated.
1. If the recipient’s average monthly income for 2 years was 120,000 tenge, then the payment will be assigned in the amount of 48,000 tenge (120,000x 0.4) without deducting 10% of the pension contribution.
2. If the amount of income exceeds 7 minimum wages (420,000 tenge for 2022), then the payment will be assigned in the maximum amount of 168,00 tenge (420,000x 0.4) without deducting 10% of the pension contribution.
3. If the income was 40,000 tenge, then the payment will be assigned in the amount of 16,000 tenge (40,000x0.4) without deducting the 10% pension contribution. It should be noted that this amount will be increased to the amount of the monthly state child care allowance upon reaching the age of one year, paid from the republican budget in accordance with the Law of the Republic of Kazakhstan “On Compulsory Social Insurance”.
