To achieve this, public service centers have eliminated paper receipts for 8 services. In the near future, all other services will switch to service without receipts.
According to the chairman of the board of the government for citizens state corporation, Suyenish Abdildin, the transition to paperless services will be carried out in several stages.
“During the general digitalization and de-bureaucratization of the state apparatus, millions of tons of paper need to be replaced with technology and online services, which is what we are doing. Now Kazakhstanis will receive an SMS notification, which will indicate at what time and in which public service center they need to apply for the finished document. The client only needs to present an electronic version of the receipt to the PSC operator,” Abdildin said.
Every year, specialists from public service centers issue about 6 million receipts to Kazakhstanis for these 8 services (40% of the total number of receipts). Refusal of them will not only relieve clients of the need to present them when receiving documents, but will also reduce the state corporation’s expenses on paper, which, by the way, has risen sharply in price in 2022.
In order to optimize the budget, the Government for citizens decided to switch to eco-paper made from semi-bleached cellulose. It differs from the usual one in yellow, which does not affect the quality of the printed text. In addition, it is suitable for any printers and copiers. Currently, many government agencies, universities and banks are switching to using such paper.
List of services for which receipts will not be issued:
1. Issuance and revocation of the registration certificate of the National Certification Center of the Republic of Kazakhstan
2. Registration at the place of residence of the population of the Republic of Kazakhstan
3. Deregistration at the place of residence of the population of the Republic of Kazakhstan
4. Issuance of repeated certificates or certificates of civil registration
5. Issuance of a certificate of presence or absence of a criminal record
6. Issuance of a duplicate of the title document for real estate
7. Issuance of copies of registration documents certified by the registration authority, including plan (schemes) of real estate objects
8. Issuance of a duplicate technical passport of real estate objects
