In July last year, the state corporation "Government for Citizens" together with second-tier banks (Halyk Bank of Kazakhstan JSC, Freedom Finance Bank Kazakhstan JSC, Otbasy Bank JSC) launched a pilot project to automate and optimize the process of providing public services " State registration of rights (encumbrances) on real estate" using Blockchain technology.
Since the launch of the pilot project, Kazakhstanis have submitted 11,515 applications for state registration of pledges. Of these, through Otbasy Bank - 6429, Halyk Bank of Kazakhstan JSC - 2629, Bank Freedom Finance Kazakhstan JSC - 2457.
Now banks send to the State Corporation for electronic registration of a real estate pledge agreement using Blockchain technology. The service delivery time was reduced from three working days to one working day. By automating the legal analysis process, the time from the moment banks submitted an application to registration was 3 minutes. The human factor is completely excluded. Through automation of the legal analysis process, 2,591 applications were submitted.
If previously, when registering a pledge agreement with a bank, the client had to take it and take it to the Public Service Center for registration, and then take a certificate of encumbrance and provide it to the bank along with the registered agreement, but now, thanks to Blockchain technology, this process is automated.
Thus, the result of the public service is always available to recipients in the personal account of the egov.kz portal, and there is no need to contact the State Corporation to obtain documents confirming registration.
The government also reminds citizens that the following online real estate services can be accessed through the eGov portal;
- Registration of the occurrence of legal claims;
- Registration of termination of legal claims;
- Registration of mortgage, rent, use;
- Registration of changes in encumbrances as a result of changes in the terms of the contract;
- Registration of remortgage;
- Registration of termination of an encumbrance not related to the transfer of rights;
- Registration of a notice of the commencement of the sale of real estate out of court;
- Registration of tender notice;
- Registration of rights during the reorganization of a legal entity (assignment of the right of claim under a loan agreement).
